The General Framework for the 2015 Euro-Asia Economic Forum and “One Conference and One Fair”
To further strengthen pragmatic cooperation of all fields within the Euro-Asia area, and fulfill Xi’an's role in the construction of Silk Road Economic Belt and the 21st Century Maritime Silk Road, the CPC Central Foreign Affairs Office approved the 2015 Euro-Asia Economic Forum to be held in Xi’an in September, 2015. During the 2014 SCO Summit of Head of States, President Xi Jinping put forward the proposal of holding SCO Countries Commodity Fair so as to establish a platform for economic and trade cooperation and communications between SCO countries. Therefore, under this Forum’s framework, SCO Countries Commodity Fair and the 14th Conference of SCO Economic and Trade Ministers will be held (“One Conference and One Fair”). To facilitate the Euro-Asia Economic Forum and “One Conference and One Fair”, a general framework has been developed as follows:
I. Theme, time and locations
Theme: Innovative Cooperation Model, Share the Prosperity of Silk Road
Time: Sept. 20th (Sunday) - 26th (Saturday), 2015.
Locations: Kempinski Hotel, Qujiang International Conference Center, Shaanxi Hotel, Qujiang International Convention Center, Shangri-La Hotel and Sofitel.

Leading Organizations for Preparation
In order to well prepare for the 2015 Euro-Asia Economic Forum, it is recommended that all preparation should be consistently organized and led by the Forum Organizing Committee. Various sessions under the Forum structure should set up respective working bodies and the Forum Secretariat should act as the standing body of organizing committee to plan and coordinate the general preparation.
Meanwhile, to ensure the success of the 2015 Euro-Asia Economic Forum, Xi’an 2015 Euro-Asia Economic Forum Preparatory Work Leading Group was established. The team leaders include Wei Minzhou, the Member of the Standing Committee of CPC Provincial Committee and Municipal Party Secretary, and Dong Jun, the Deputy Municipal Party Secretary and Mayor; deputy directors of the team include Yue Huafeng, the member of the Standing Committee of CPC Municipal Committee and Executive Deputy Mayor, Li Jing, the Deputy Mayor, and Wang De’an, the Secretary General of Municipal Government; team members include leaders of relevant municipal departments.
III. Key contents
2015 Euro-Asia Economic Forum includes opening ceremony, plenary session and parallel sessions in 3 levels. The opening ceremony and plenary session will be guided by the Ministry of Foreign Affairs, jointly hosted by national ministries, international organizations and the People's Government of Shaanxi Province, organized by Xi'an Municipal People's Government and executed by the Secretariat of Forum. The forum will trigger strategic dialogue around "One Belt and One Road" policy. The first level parallel session includes a series meeting on "One Belt and One Road development", covering finance, science and technology, culture, tourism, ecology, energy, education and talents as well as the newly added SCO Countries Commodity Fair and the Sub-forum for SCO Countries Multilateral Economic and Trade Cooperation (also known as Russia Sub-forum)- all organized by relevant national ministries and international organizations. First level sessions aim to promote policy communication, unimpeded trade, monetary circulation and mutual understanding between the peoples. Second level parallel session includes featured sessions of "jointly building the new start for Silk Road Economic Belt", including SCO Countries Regional Cooperation Roundtables, Silk Road Economic Belt cities pragmatic cooperation roundtables, Chanba Financial Forum, the Euro-Asia Economic Integrated Park Forum, Xi'an Euro-Asia Economic Cooperation Investment Fair, E-commerce forum, Organizing Committee Meeting for Euro-Asia Economic Forum etc. Second level sessions are hosted by relevant provincial and municipal departments, dedicated to promote provincial and municipal leaders to discuss on key industries and advantageous resources of projects and facilitate communications. Third level parallel session includes professional events that "lead world development trend". Based on national economic development strategy and Xi'an strengths in manufacturing, we aim to set up Industry 4.0 Frontier Forum which will be jointly hosted by relevant professional conference organizers and the Secretariat of the Forum. Relevant provincial and municipal industries or major enterprise representatives will be invited for investment project communication and academic workshop. A total of 50 events will be held during the Forum and 2000 participants will be present.
2. SCO Countries Commodity Fair covers an area of about 10,000 square meters, which is located at B4 building of Qujiang International Convention Center. The fair will feature strong products, special industries and cooperation projects in the fields of trade, investment, energy, transportation, industry, agriculture, science and culture, which will highlight cooperation among SCO country enterprises.
Between the opening ceremony of 2015 Euro-Asia Economic Forum and plenary session, the fair’s opening ceremony and road show will be held with SCO Commodity Fair trade promotion activities.
3. The 14th Conference of SCO Economic and Trade Ministers is mainly consisted of conferences for top economic and trade officials, small scale talks for SCO economic and trade ministers (ministers of member states) and plenary session for SCO economic and trade ministers (ministers of member states, observer states and dialogue partners, as well as economic and trade ministers of guest countries, SCO secretariat, chairman of entrepreneurs’ committee and chairman of Interbank Consortium).
4. In order to take the opportunity brought by the 14th Conference of SCO Economic and Trade Ministers in Xi’an, highlight the master plan of Shaanxi advancing the construction of new start for Silk Road and various measures facilitating trade, as well as recommend cooperation projects for key industries, “the 14th Conference of SCO Economic and Trade Ministers - recommendations for charming Shaanxi” will be held during the conference for economic and trade ministers.

Xi'an Municipal People's Government is responsible for the organizational preparation of the 2015 Euro-Asia Economic Forum; organizational preparation for the 14th Conference of SCO Economic and Trade Ministers are led by the Ministry of Commerce and coordinated by Shaanxi Provincial Department of Commerce, Shaanxi Provincial Foreign Affairs Office, Shaanxi Provincial Foreign Publicity Office, Shaanxi Provincial Council for the Promotion of Trade and Xi'an Municipal People's Government; organizational preparation for the 2015 SCO Countries Commodity Fair are led by China Chamber of Commerce for Import and Export of Machinery and Electronic Products and Shaanxi Provincial Convention Center.
Invitations for the 2015 Euro-Asia Economic Forum and “One Conference and One Fair” are implemented based on the principle of “sharing information resource and counting on channels for mutual benefits”. Therefore, invitations are sent out through various channels. As the precedents indicate, the 2015 Euro-Asia Economic Forum will invite one member of the Standing Committee of the Political Bureau of the CPC Central Committee, national leaders of SCO countries or countries along the Silk Road Economic Belt, relevant domestic and foreign ministerial officials, delegations of international organizations, ambassadors to China from other countries and guests of relevant fields; invitations for professional guests and merchants at the commodity fair are implemented by relevant departments of the Ministry of Commerce, Shaanxi Provincial Department of Commerce, Shaanxi Provincial Convention Center, Shaanxi Provincial Council for the Promotion of Trade and Shaanxi Provincial Foreign Affairs Office.
Receptions for important guests of the forum and “One Conference and One Fair” will be taken by reception departments and foreign affairs offices at provincial and municipal level; regarding other regular guests, any units that sent out invitations should take the responsibility of properly receiving them.
There will be an unified arrangement for securities provided by public security departments at provincial and municipal level; CPC committees’ publicity departments (external publicity) at provincial and municipal level will also have an unified arrangement for publicity work; relevant departments of Xi’an city will take on the implementations of environmental protection; other supports like visa clearance, inspection and quarantine, food hygiene, transportation, communication service, booth set-up, conference translation, documents, delivery and storage of items on display, information service and onsite management & service for the fair, are to be uniformly coordinated by the provincial government and implemented by relevant departments.
