2015 Euro-Asia Economic Forum Overview

The Euro-Asia Economic Forum, approved by the State Council, is a high level and open international conference for Europe and Asia areas with Shanghai Cooperation Organization (SCO) countries as main participants. Since its establishment in 2005, the Forum has been successfully held for five times. It has played a significant role in enhancing mutual understanding among Eurasian countries, deepening pragmatic cooperation across industries, accelerating westward openness progress of inland regions and improving Shaanxi's outward-oriented economic development. Xi Jinping, Wu Bangguo, Jia Qinglin, Li Changchun, Wang Yang and other Party and state leaders attended past Forums and delivered keynote speeches respectively. Recently, the National Development and Reform Commission, the Ministry of Foreign Affairs and the Chinese Ministry of Commerce have jointly issued a report, “Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road”, and clearly made Euro-Asia Economic Forum as a significant platform to promote the “One Belt and One Road” construction.

Last year, the "Notice on the issues relating to holding the Euro-Asia Economic Forum" issed by the CPC Central Foreign Affairs Office (Document No. [2014] 23, issued by CPC Central Foreign Affairs Office) approved Shaanxi to hold the 2015 Euro-Asia Economic Forum. After coordinating and consulting with relevant parties, the 2015 Euro-Asia Economic Forum is scheduled to be held in Xi’an, Shaanxi Province from Sept. 23rd to 26th with the theme of “Innovating Cooperation Models and Sharing Silk Road Prosperities". Through extensive dialogues among representatives from politics, business and academia, the Forum is aimed to break down barriers that limit regional cooperation, exploring innovative models of several countries jointly construct the “One Belt and One Road”, improving the interconnectivity of different regions and continuously deepening regional cooperation. The opening ceremony will be the plenary session, and there are parallel sessions for finance, science and technology, culture, tourism, ecology, energy and education, professional and academic conferences such as new energy international conference, industrial catalysis technology conference and nanotechnology conference, theme activities such as mayor roundtables of cities along the Silk Road, Chanba Financial Forum, the Eurasia Economic Integrated Park Seminar, Euro-Asia Economic Forum Organizing Committee Working Session, Euro-Asia Economic Forum Think Tank Meeting etc. According to the requirement of content and precedent, this Forum will be co-hosted by many national ministries and commissions, international organizations and Shaanxi Provincial People’s Government, including the Ministry of Commerce, Ministry of Culture, China Development Bank, Secretariat of Shanghai Cooperation Organization and Eurasian Economic Community. Party and state leaders of China and politicians from Europe and Asia, ministerial officials, local leaders, delegations of international organizations, heads of major enterprises and renowned scholars will be invited to the Forum. To fulfill General Secretary Xi Jinping's initiative about holding Shanghai Cooperation Organization (SCO) Countries Commodity Fair proposed last year during SCO head of state summit, Ministry of Commerce will jointly hold the SCO Countries Commodity Fair under the Forum’s framework with SCO countries economic and trade authorities, as well as the SCO economic and trade ministerial meeting in parallel.

The world economic landscape continues to undergo profound changes; the construction of “One Belt and One Road” is accelerating and there has been ever deepening cooperation within the SCO area while China’s economy enters a “new normal”. Considering all these, the 2015 Euro-Asia Economic Forum is an important occasion for European and Asian countries to discuss for development. At the eve of Spring Festival, during his visit to Shaanxi Province, General Secretary Xi Jinping emphasized that Shaanxi shall work steadfastly to build the new platform of international cooperation, develop extensive multi-field cooperation and communication with surrounding countries and proactively integrate into the grand landscape of “One Belt and One Road”. Recently, the National Development and Reform Commission, the Ministry of Foreign Affairs and the Chinese Ministry of Commerce have jointly issued a report, “Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road”, and clearly made Euro-Asia Economic Forum as a significant platform for construction of the “One Belt and One Road. A successful Forum bears important significance in terms of practicing the essence of General Secretary Xi Jinping’s speech, delivering the new view of regional cooperation in China, accelerating the new strategy of “One Belt and One Road”, invigorating vitality for the opening-up of mainland areas and fulfilling Xi’an’s target of surpassing new goals. Therefore, we will work together will organizers, sticking to the principle of “based on SCO, serving national strategies and promoting regional development” so as to build the Forum into the construction platform for “One Belt and One Road”, a place of communication and cooperation for SCO countries as well as a stage for promoting the opening-up of western China. In addition, the Forum actively explores new cooperation models featuring the complementary cooperation between government and enterprises and the combination of both bilateral and multilateral approaches. Through the wide participation of political, business and academic representatives from Europe and Asia, and based on the deep communication and practical negotiations, it is expected that the construction of “One Belt and One Road” will be filled with mutual trust, intensified consensus, better environment and appropriate conditions. Accordingly, we strive to achieve remarkable outcomes in our efforts to realize “Five Connections” and gain substantive results regarding major projects for the regional cooperation.

To fully reflect the principle of "based on SCO, serving national strategies and promoting regional development", we will strive to develop the Forum into an exciting, pragmatic and frugal international event. We actively explore and innovate based on previous "plenary session + parallel session" model. The opening ceremony and plenary session of 2015 Euro-Asia Economic Forum will be guided by the Ministry of Foreign Affairs, hosted by national ministries and organized by the Secretariat of Forum while other parallel sessions will be designed by 3 levels: first level parallel session includes a series meeting on "One Belt and One Road development", covering SCO Countries Commodity Fair, parallel sessions on finance, science and technology, culture, tourism, ecology, energy, education and talents – all organized by relevant national ministries and international organizations. First level sessions aim to promote unblocked trade, monetary circulation and connections among peoples for the “One Belt and One Road” initiative. Second level parallel session includes featured sessions of "jointly building the new start for Silk Road Economic Belt", covering “One Belt and One Road” urban cooperation development roundtable conference, “One Belt and One Road” Xi’an Dialogue for Chinese merchants, Joint Session for National Investment Promotion Agencies, Chanba Financial Forum, the Eurasia Economic Integrated Park Forum, Organizing Committee Meeting for Euro-Asia Economic Forum etc. Second level sessions are hosted by relevant provincial and municipal departments, dedicated to serve and promote the construction of the new start for Silk Road and Xi’an's international metropolis endeavor. Third level parallel session includes professional events that "lead world development trend". Based on national economic development strategy and Xi'an strengths in manufacturing, we aim to set up Industry 4.0 Frontier Forum which will be jointly hosted by relevant professional conference organizers and the Secretariat of the Forum. A total of 50 events will be held during the Forum and 2000 participants will be present.
